Nineteen of the Russian's 21 victories have been earned on hardcourt
A resurgent Medvedev claimed his initial championship for over two years with victory over Corentin Moutet in the competition title decider.
The Russian, a former number one, has endured a difficult season, winning just a single victory at the Grand Slams and experiencing a difficult moment at the American major.
The player's inconsistency on the professional circuit - and struggles with his serve in specific - led to him dropping out of the top ten and finally separating with former mentor his previous coach.
Now working with his coach and Rohan Goetzke, he has consistently improved in the recent weeks - culminating in a tightly fought competitive win over Frenchman Moutet.
This represents the player's initial title following the Rome competition and maiden on a hard surface since spring of that year.
Victory also means the Russian has achieved twenty-one titles at 21 different events.
"For the first time I am participating in a event with my children at once, so to win a title is really nice," commented world number 14 Medvedev.
"This title is in dedication of my second daughter my daughter, because the first title I won when my child my daughter was delivered was for her."
Medvedev, the 2021 US Open champion, had failed in his last six title deciders, featuring in Halle previously this season.
Medvedev's counter-punching approach and regular emotional displays on the tennis court had led commentators to question if his capacity to compete at the highest level was concluded.
However the 29-year-old has altered his approach in the past month, making an effort to come to the net and perform assertively, backed up by an better serve.
Medvedev recovered from a break down in the opening set against the difficult Moutet, winning four of the concluding five games to go ahead.
Both players swapped break points in the middle set before Moutet, bidding for his first professional title, gained dominance to create a decider.
The opponent saved 4 early break points in a tight deciding set before the Russian won the break to that score to serve for the match.
Appropriately, Medvedev earned the title with a shot at the net area, with Moutet incapable to manage a shot after over two and a half hours.
